loose headset?

all my parts are stock on my KHE Militant ff but my new stem/bar combo. I put them on and now my headset is loose. I have taken it apart about 50 times and each time it is still loose. I even regreased it. I also have 2 spacers on it, anymore and it seems like it wouldn't have enough space for the stem/bars. Any help??

what bars do you have ?

did you first lossen the compression bolt then lossen the stem bolt the tighten the compresion bolt and next the stem bolts ?

and is the top of the stem on the bars even with the top of the for steerer tube if soo add 1 more spacer if not its like just tightening the bolt not compresing

You want there to be some room between the top of the fork and the top of the stem. The stem should be at the very least, a little bit higher than the fork so that proper compression can take place.
